very ugrent, Preserving file attributes and timestamp

Hello All.
How to preserve file attributes and timestamps of the source file on the destionation server.
Note :Destination server is not SFTP server.
Source Server is SFTP is server.
in my case file will be generated 2AM early morning and this file will be transferred at 9AM , and on the destination server timestamp/modified on the destionation server is 9AM, where as the source server timestamp/modified time is 2AM.
I think we can only preserve file attributes and timestamps if the destionation server is SFTP/SSH.
however when we do WinSCP manually timestamp/modified time is not changed on the destination server.
Appreciate if someone could give an idea on this.
