ControlM v7 and CTMUE102

Hi. Does anyone know if the user exit CTMUE102 (Job Submission Exit) can be utilised to PREVENT a job from being submitted ?
I have a list of jobs which I don't want to be run - but they should still be scheduled appropriately.
If they are on the list then they must not run.
I am thinking maybe amend the criteria to hold the job or change the confirm parameter, but the admin guide does not say if these criteria are re-checked or not before final submission. We don't have exits enabled at present and I'd rather not turn them if this can't be done.
