On AS400 you can install only an agent.

On MVS you must install the complete controlm.

If you have only an as400, you can install the control-m server and EM on open environment (unix,linux or windows) and an agent on as400.
So you can running jobs on as400 and on other open systems.
If you dont have OS system or you have MVS but you havent controlm on it, the best solution is controlm DS on open systems.

You can find on the bmc.com site the compatibility with your version of the AI series. There is a control-m agent for AS400.

as unix controlm server can use VM agent, is there an agent for zos ?

Z/OS cant have agents, you must install a special component of controlm for Zos that is named Controlm/Assist.
