Scheduler Usage

How does Quantitative resource set priority in case we have multiple jobs in the wait state as a resource is being used by another job
.In this case will the job that has started waiting first be given priority than the one that went into the wait state later,, Do we need to do any special setup to achieve
this behavior ?
