FTE Calcualtions for Batch Monitoring and Scheduling

hi,
Can anyone tell me if there is any Standard way of calculating the FTE required to monitoring and schedule jobs.
Example: An environment executing 70000 jobs in a day (cyclic and unique), how many people would you need to support it 24/7/365 for monitoring and scheduling??
