Enterprise Manager - Output Windows - Messages

Does anyone know if it is possible to use the above to write a message that all users can see when they log into EM?

By clicking View, Output Windows, Messages. A messages box appears at the top of the screen, but there is no obvious way of entering anything in the box.

Perhaps it is a shout destination?!?

I don't know what for is used this screen. There is no way to 'shout' a meesage or any kind of text here. May be a BMC developer forget to hide this screen.
