How to Code a Request Job Feeding a Weekly Job

I have a weekly distributed job that runs on Thursdays. I also have a request job that I want to run to run before the weekly job. It may or may not be submitted for that day. How do I code a condition that allows the weekly job to execute if the request job is not there for that day. Thanks
