I created CTM in cluster once, using the same guide, and everything works fine.
You must perform ALL steps in guide, read again, I'm sure you skiped something...

I can invoke ctmorder calling bat from simple HTML page, this is only for customer's demonstration purposes (there is a lot's of security holes if you order executable files (or batch files) from web pages, but for demonstration it can be effective and useful, without using API or CM ...

You shouldn't have problem with that, when job's ordered, Agent on that machine will execute jobs. Check BMC Knowledge Base about CONTROL-M and VPN connections. There you will found everything you need. I didn't use it, so I don't know if solution works, but you can always try. :)
