One possible solution is...

Create a dummy job which would sleepm for 15 min and post that job as a out condition for Job A and In condition as Job C. For the first run Job A use another dummy job which pass the condition.

Not sure whether you could do it directly from Control-M but through Remedy or ESD... you can. Control-M will send the message to Remedy and Remedy will send SMS to Mobile.
