When NDP happens? Also time zone for Agent if any!
We normally consider 00:00 as NDP time.

In Week Days section, Rules filed <D1W1> and in Calender select "Alldays"cal. (If ur week start with Monday)
D2W1 if ur week start with Sunday.
Also Submit between field 06:00 AM.

No nned , I just installed the forcast app(software), then its works fine.

For those who define jobs,
When you schedule new jobs make sure you delete the conditions after the entire process ends, this is a kind of maintenance also improves the performers.

As @vassi said its ctm_menu ->6 ->3 ->2 ->4
or simply ctmsys ->2 ->4
to change Start Day of the Week.
(FYI: This start day of the week will be defined at the time of Server creation, also keep a note when you change any parameters)

As you are saying " some countries" the time of NDP will vary, that is why ur getting this error. Better calculate time making a reference of "Server Time" (%%time).
