If youre running windows machine, try to find root_menu in: C:\Users\Public\Desktop\ but it is hidden file (I do not know the reason). It would appear that our installation has omitted the root_menu file.
Is this common?
Where can I find it, or how do I get hold of an instance?

Running 6.4.01.200 on Windows.
Is it possible to add/update/delete Enterprise Manager users and groups from command line?
I really do not want to add the LDAP properties to 100 users using the gui!
